A lethal policy instituted without a proper risk assessment. Hideous. Whatever the outcome in relation to criminal charges, the lawyers acting for the family of de Menezes in any civil action will be very interested indeed in Barbara Wilding's Panorama admissions.

one of the most important stories in all this never gets mentioned and that is who in government gave the order for the policy? who told they police they were allowed to do this?
